Associate Director Public Policy and Government Affairs Europe


About This Role:
As the Associate Director of Public Policy and Government Affairs (PPGA) Europe, you will be at the forefront of shaping Biogen's policy and advocacy strategy across Europe. Operating within the Public Policy and Government Affairs Department, this role centers on developing and executing strategic initiatives that elevate Biogen's profile among key European stakeholders. You will utilize your extensive network among policymakers and your deep understanding of EU institutions to influence the political landscape in favour of our business objectives. Working closely with the Head of European PPGA in Brussels, you will play a critical role in preparing the political and legislative environment for our pipeline launches, ensuring Biogen's voice is heard at senior levels of decision-making. This position is pivotal in aligning our European policy efforts with global strategies, contributing significantly to our overall business success.

What You'll Do:

  • Develop and execute government affairs strategies to shape the policy environment for Biogen's priority business areas.
  • Identify opportunities to create and define public-facing policy positions and papers on key issues.
  • Build and maintain a robust network with European and national policymakers, representing Biogen at high-level meetings.
  • Nurture relationships and collaborate  with umbrella advocacy groups as well as enhance Biogen's presence in trade associations.
  • Monitor and leverage relevant EU legislative developments, communicating insights across the organization.
  • Brief and support senior business leaders in their engagements with EU stakeholders.
  • Collaborate with cross-functional teams to ensure consistent policy positions and advocacy efforts across Europe.
  • Partner with PPGA leads in the US to align business and policy strategies globally.

Who You Are:
You are a strategic thinker with a solid grasp of the political landscape and a proven ability to influence policy decisions at the highest levels. Your strong networking skills enable you to build and maintain relationships with key stakeholders, while your excellent communication abilities allow you to convey complex information clearly and persuasively. You thrive in fast-paced, dynamic environments and demonstrate sound judgment, prioritizing effectively to drive results. Your passion for public policy and government affairs is matched by your commitment to ethical conduct and compliance.

Required Skills:

  • Relevant Master's Degree (MBA, EU affairs, political science, economics, law).
  • A minimum of 8 years of experience in government affairs or public policy roles, including at the EU level.
  • Direct working experience within EU Institutions or trade associations.
  • Fluency in English and at least one other EU language.
  • Proven political judgment and strategic thinking capabilities.
  • Strong networking skills with EU political and institutional contacts.
  • Excellent writing and communication skills.
  • Experience in developing and implementing influencing strategies.
  • Ability to work effectively under pressure and manage multiple priorities.

Preferred Skills:

  • Understanding of the pharmaceutical sector and EU health decision-making processes.
  • Experience working with media and developing advocacy projects.
  • Strong business acumen related to the pharma/biotech industry.
